The Guwahati Municipal Corporation (GMC) is to receive over Rs 179 crore from the State Government on account of outstanding shares of various taxes, etc., under the provisions of the Guwahati Municipal Corporation Act, 1971. The Corporation was to receive around Rs 179 crore from the Government on March 31, 2006. The departmentally-related Standing Committee of the State Assembly on Works Department in its report (Tenth Report) on the Guwahati Development Department (GDD) suggested steps to take requisite action to release the outstanding dues to the Corporation. This is needed to enable the Corporation implement development schemes and to provide civic amenities to the people of the city, said the Standing Committee. On the flash flood problem faced by the people of the Chandmari area, the Committee recommended handing over the maintenance of the drain at Noonmati area to carry floodwater to the Brahmaputra to the NBCC. This Central Government organisation has been authorised to construct the drain. But instead of carrying floodwater to the Brahmaputra, the drain carries back the floodwater to the Chandmari area. Bharalu: The Committee has also recommended to the GDD to take necessary actions in collaboration with the line departments to evict the encroachers from the banks of the Bharalu and the Bahini rivers and to dig the rivers up by removing the silt with modern machines before the on set of the monsoon. It has observed that the banks of both the rivers are seen to have been encroached by unauthorised persons and at some places by erecting RCC constructions. The Committee has said that it has felt that such activities would cause serious problems to the rivers for which their carrying capacity would be reduced. Market buildings: The Committee has observed that the present market buildings in the city need re-construction. The existing market buildings are too old. Taking into consideration the explanations of the representatives of the GCC and the GMC, the Committee recommended construction
