Goa, even if it's a State and not quite a city, finds itrself as the eighth "best city" in India to live in published in the 'Outlook Money' magazine published from New Delhi. Goa rates very high for "entertainment", the second-best place in the country. It also rates well for low pollution levels and despite its public transportation system long being in shambles, also gets good marks for 'transport'.
