The Assam State Government seems to be in a quandary these days, after the submission of the draft forest policy by an expert panel. The draft forest policy has stated that ex-tea garden labourers have encroached upon a major portion of forest areas. Now, the problem before the Government is how to evict these encroachers who for years have been the Congress' vote-bank. The Chief Minister will have to tread on a thin line, especially after the wrath he had to face from the Scheduled Tribes legislators when his Government had forcibly evicted many Scheduled tribe encroachers from forest lands.
