Hundreds of crores of rupees spent on relaying and repairing of roads seem to have gone down the drain. Crores earmarked for cleaning of sewers and drains have been spent only on papers with virtually nothing on the ground. Flyovers overshoot their deadlines by years but no one is held guilty. School buildings get delayed for years together but no responsibility is fixed. The Sheila Dikshit Government is suddenly faced with an "accountability crisis''.
