The Tokyo Metropolitan Government and three of the capital's 23 ward offices will jointly start a subsidy system in August to induce car-rental agents to use environmental friendly cars. The metropolitan and local governments will subsidize the extra cost of using the cars, which are typically hybrid cars that combine a gasoline engine and an electric motor or electric cars.
