The government has plans to synergise allocations of funds made under different ministries and departments and eyes maximum recovery of operation and maintenance (O&M) costs for water resources development and management. The centre is in consultation with the states for implementing these strategies for bringing 10 million hectare under assured irrigation in a period of four years under the new ambitious Bharat Nirman Programme. Implementation of projects with the participation of farmers, rural folk and NGOs, wherever necessary, is top on the agenda. The maximum recovery of operation and maintenance costs through "appropriate' levy of user charges and transfer of assets to the local community are the issues which are likely to be the focus of the programme.
