A subcommittee of the Council for Transport Policy, an advisory body to the transport minister that promotes the production and use of fuel efficient automobiles, emphasized the necessity of introducing "green taxes" in Japan in its draft report compiled Tuesday. The subcommittee proposed to lower possession taxes on cars and minicars and weight taxes on cars with higher fuel efficiencies, while raising taxes on cars with lower fuel efficiencies. The council will compile a report possibly in next month and request to modify the taxes in fiscal 2000. The "green tax" scheme aims to encourage consumers to purchase automobiles with higher fuel efficiencies to decrease the level of carbon dioxide emissions.
