The golden quadrilateral project, launched by the previous NDA regime, would not be completed by the year-end as scheduled in view of "non-cooperation" by some state governments, Union surface transport minister TR Baalu said on Friday. Denying BJP's charge that the project, unveiled by former Prime Minister AB Vajpayee, had been put on the backburner by the UPA government, he told reporters here that Tamil Nadu, Gujarat, Maharashtra, West Bengal and Jharkhand governments were yet to acquire land for the project. "We will not be able to complete the work by this year-end. Eight per cent of work will remain uncompleted," he said.
