Increased participation of state governments is envisaged in the highways sector, as part of the Centre's initiative to accelerate growth and attract greater investment. LK Joshi, secretary, ministry of roads and highways, while addressing the Essar India Today summit, said that phase IV of the National Highway Development Project (NHDP), would require active involvement of state governments, as this phase involves two laning of 20,000 km of roads. "The roads sector requires an investment of Rs 2,20,000 crore by 2015. Phase IV of NHDP would have 20,000 km of two-lane roads and we are seriously thinking states should contribute in this phase,' Mr Joshi said.
