PANJIM, OCT 22
The Goa State Pollution Control Board has slammed one more notice on the Corporation of the City of Panaji to immediately stop the treatment, disposal and storage of municipal solid waste at EDC Patto Plaza.
The directions come after an inspection conducted yesterday by the Board following complaints of foul stench.
It was found that the CCP is treating bio-degradable waste in crates and some of the waste was lying on the open platforms of the anaerobic digester.
It was also found that leachate from the waste is entering into the drain leading to the Ourem creek.
The Goa State Pollution Control Board has taken strong objections to CCP's waste disposal methods using crates.
The notice issued today by Chairman Dr L U Joshi states, 'The Board has not issued any authorization to operate the site at Patto for treating the bio-degradable waste in crates and in the open on the platforms of the anaerobic digester.'
The second notice comes almost six weeks after the GSPCB had directed the CCP to stop operations of the anaerobic digester as the same was not functioning satisfactorily.
Today's directions have also been issued under section 5 of the Environment Protection Act, 1986 read with the Municipal Solid Waste (Management and Handling) Rules 2000.
A compliance report has also been sought for from the CCP Commissioner.
