Gujarat moves to lift moratorium on industrial clusters

Gujarat chief minister Anandiben Patel on Wednesday urged the central government to lift the moratorium on industrial clusters of Vapi, Ankleshwar and Vatva (Ahmedabad), which was imposed five year ago. "We request the Centre to resolve the issue of moratorium on these industrial clusters at the earliest," Patel said at the fourth edition of India-Chem Gujarat- 2015 in presence of Hansraj Gangaram Ahir, Union minister of state for chemicals and fertilisers and Surjit Kumar Chaudhary, secretary of the department of chemicals and petrochemicals (DCPC). While the moratorium has been partially lifted from Vapi, the cluster still falls under the critically polluted zone which prohibits new units as well as expansion of the existing ones. The Union Ministry of Environment and Forests (MoEF) had imposed the moratorium on these critically polluted zones during the UPA government regime restricting establishment of new units and expansion by existing ones. "The pollution levels in these clusters have come down. All the data has been collected and sent to the Central government. Already the issue is being deliberated at the Centre. Our efforts will be towards getting permission for these clusters to start (new) plants," Patel added. The chief Minister also assured the industry that if issue was not resolved by November 6, she herself would take up the matter before the ministers concerned. Patel is scheduled to visit Delhi on November 6. Gujarat has been making efforts to get the moratorium lifted for long. With Narendra Modi-led NDA government at the Centre, there were hopes of positive action on the issue. However, earlier this year, Modi government, too, rejected the proposal to remove the restrictions. With pollutions going down, Gujarat is now hopeful of ban being lifted. Even GPCB officials also agree that over the past five years pollution in these clusters have reduced. "Approximately Rs 1000 crore of investment has gone into environment sector in these areas. Industries have set up common effluent treatment plants and multiple effect evaporator to treat waste," said Hardik Shah, member secretary, Gujarat Pollution Control Board (GPCB).
