Guwahati master plan will be finalized within 45 days: GDD

Asom Government today told the State Assembly that the Guwahati Master Plan would be finalized within 45 days. On the opposition by a section of people to the draft master plan, the Government said only some influential groups like Sahara and real estate businessmen have been opposing the draft plan as they have bought lands in green belts, and the Government is determined not to allow construction of multi-storeyed buildings in green belts. During the Zero Hour, AGP MLA Ramendra Narayan Kalita raised the issue and said: "The draft Guwahati master plan has some lacunae. Various organizations of Guwahati, local MLAs and others concerned were not taken into confidence by the Government while drafting the master plan. This apart, the Delhi-based consultancy firm that was engaged in preparing the draft master plan has no idea of the geography of Guwahati.' In his reply, Guwahati Development Department (GDD) Minister Himanta Biswa Sarma said: "The draft master plan has been prepared in a scientific way. The plan is being opposed by only a selected few like Sahara and real estate businessmen as they have bought lands in green belts, and as per the existing rules, erection of multi-storeyed buildings isn't allowed in green belts. We haven't included any new areas in the green belts, but we want to make it a point that no multi-storeyed buildings will be allowed to be erected in the existing green belts.' Sarma, however, said constructions of schools, golf courses, farm houses etc can be constructed in the green belts. "The Government hasn't allotted any land to Sahara that has bought lands from private parties in the State,' he added. On the allegation that the Government has not taken into confidence the local MLAs and others concerned while preparing the draft plan, Sarma said: "After the publication of the draft master plan, we have sought suggestions and complaints from about 10 lakh denizens of Guwahati, but of them only 300 complaints were received, and of them only 80 complainants appeared during the hearing. Those who attended the hearing were also from Sahara and people who have real estate business.' On the propaganda that the hills surrounding Guwahati will be declared eco-sensitive and as such the people residing there will be evicted, the minister said: "Hills are always eco-sensitive, and as such multi-storeyed buildings will not be allowed there.'
