H-Power, NTPC to get second chance in UP

Paving the way for Reliance Power, NTPC and three other companies to rebid for projects, the Uttar Pradesh power regulator has allowed the Uttar Pradesh Power Corporation (UPPCL) to seek fresh financial bids for proposed power plants at Bara and Karchhana in Allahabad district. Jindal Steel and Power, JSW Energy and CESC are the other firms that can also submit their revised bids for the two thermal power projects. "All the eligible bidders have been asked to submit their revised financial bids by June 13," sources added. The State Electricity Regulatory Commission agreed with the UPPCL contention to seek fresh bids for the projects after rejecting the lowest bid made by Hyderabad-based power utility major Lanco, sources said. Jindal Steel and Power, NT-PC, Lanco Infratech and Reliance Power had submitted bids forthe Bara project. CESC, Jindal Steel and Power, JSW Energy, Reliance Power and Lanco Infratech had bid for the Karchchna plant. Only these companies are eligible to submit their revised financial quotations. Lanco had emerged as the lowest bidder for setting up the 1,980 mw and1,320 mw thermal plants" at Bara and Karch-hana, respectively, based on the super critical technology in Allahabad. However, the state government felt that the power tariffs quoted by the company were on the higher side and direct-" fed UPPCL to reject the bid and go for a rebid. UPPCL had petitioned to the regulatory body to approve the rebid-ding process and has now received a go-ahead. Lanco's bid of Rs 2.88 per unit for Bara and Rs 2.83 for Karchhana was found to be the lowest after it had also passed the technical evaluation. "The reduction of even one rupee would amount to substantial savings. Therefore, the government felt that in the larger interest of the power consumers, revised financial bids should be invited," UPPCL Managing Director Avnish Awasthi told Business Standard. In another bidding earlier, Lanco had pipped Reliance and was awarded the mega An-para C project in Sonebhadra district, which also saw Essar bidding. The state government is trying to ramp up the total generation capacity by 10,000 mw in the current five-year plan in collaboration with the National Thermal Power Corporation (NTPC), Bharat Heavy Electrical (BHEL) and others in the private sector.
