In rural India, half of the population is illiterate and suffers from capability poverty line, according to a human development report, a study on rural households, by the National Council of Applied Economic Research.The book titled as India: Human Development Report - A profile of Indian States in the 1990s, was released on Monday by Planning Commission deputy chairman K.C. Pant.
