Haryana wants green patch for leisure park

Haryana has asked the NCR Planning Board (NCRPB) to exclude three patches of land in Gurgaon and Manesar from the natural conservation zones in the regional plan. Of this, about 350 acres have been given to DLF for a recreation and leisure project, which is yet to come up and another piece of land to Suzuki Motorcycles (India), which has a factory.
Stating that there were some discrepancies in the proposed land use plan 2021 of NCRPB, the town and country planning department (DTCP) of the Haryana government wrote a letter to the regional board on April 24.
The DTCP submitted that in 2003, the state government had conceptualized a world-class recreation and leisure project in Wazirabad village in Sectors 42 and 54 and adjoining areas spread over 350 acres. The department said a part of the project has been shown under NCZ and it may "impede successful implementation" of the project.
"The designated land use should be reflected appropriately in the map of the regional plan, as the said project shall be undertaken after obtaining all the requite permissions," said the DTCP letter.
Highlighting the issue of an existing factory of Suzuki Motorcycles (India), spread over 37 acres adjoining Sectors 75 and 76, which has been shown as NCZ, the department has submitted that the factory has been in existence prior to 2005. "Therefore, depiction of this industry under NCZ is not justified and the same also needs rectification," the letter mentioned. The state government has also sought rectification of another land where industrial sector 35 was envisaged in the Gurgaon Development Plan 2001.
Earlier, about 42 land patches were identified where developments have been planned or permitted by the state government despite these falling in the NCZs. The DTCP has also suggested that a ground survey should be carried out for correct demarcation of these areas under SEZ.
Haryana government sources said that they have also pointed out in the letter some of the other land parcels which have been shown as NCZ in state's sub-region despite these patches being allocated for different projects. In some cases, even foundation stones have been laid by political dignitaries.
Issues concerning NCZs in the Haryana sub-region has been a major bone of contention between the Haryana government and the NCRPB. Sources said that both the sides are sorting out the differences before the regional plan of NCR and Haryana's sub-regional plans are notified.
