A Division Bench comprising Justices M.M.Sundresh and R.Mahadevan ordered the notice. Illegal sand miners had created a huge sand yard at Poondi village, posing a challenge to the authorities. The State and the Central governments never took action against the illegal activities of sand miners, it said.
