Hong Kong officials have dropped plans to increase fines for smoky vehicles and other traffic-related offences. The decision was revealed last night in an urgent letter from the Government to lawmakers. Legislator Christine Loh Kung-wai reacted angrily, saying officials were acting to thwart her plans to increase the fines tenfold. The proposed increases, including an increase in the $450 fixed penalty for smoky vehicles, were contained in the controversial Revenue Bill.
