CLIMATE MEET:Dhumal also proposes voluntary eco cess on all vehicle users In a significant step towards environmental sustainability and making Himachal Pradesh a carbon neutral state, Chief Minister Prem Kumar Dhumal today proposed setting up an environmental fund, a first-of-its-kind initiative to deal with the effects of climate change in the hills. To give his proposal a practical shape, Dhumal also mooted an idea of levying environment cess on all vehicle users, but added that he would like the citizens to make this proposal a voluntary initiative. The money raised as such would be utilised only towards environmental protection measures to reduce the impact of global warming.
