Mr Sukh Ram, Himachal Power Minister ,today blamed the lack of planning at the Centre for the "criminal neglect" of hydroelectic projects in the country and called for effective steps for the execution of big projects. Inaugurating a three-day international conference on "Hydro-power development in the Himalayas" here, he said while in developed countries hydroelectricity accounted for over 60 per cent of the total generation, in India its share had declined from 30 per cent to 25 per cent over the past few years.
