Pune July 06 The decision to impose fines and initiate legal proceedings is taken to dissuade builders who dump debris into the rivers, says municipal commissioner Taking cognisance of the illegal dumping of debris generated during construction work Pimpri Chinchwad Municipal Corporation (PCMC) plans to take stern action against the builders dumping debris in the river, roadside and gutters. It plans to impose fine ranging between Rupees five to twenty five thousand against the defaulters. If the builder continues illegal dumping of debris even after being fined on two occasions, PCMC would initiate legal proceedings against them. On the first occasion, PCMC will fine the defaulters Rs 5000 for dumping debris in public place while the fine amount will be doubled to Rupees 10 thousand if he repeats the offence. If debris is dumped in the riverbed the commercial enterprise will be fined Rupees twenty five thousand. Speaking on the issue PCMC Commisioner Asheesh Sharma said, " The decision to impose fines and initiate legal proceedings is taken to dissuade builders who dump debris into the rivers and to increase the collection of fines. The heavy amount of fines will act as a deterrent'. When asked what action will PCMC take if its own contractors transgress the law Sharma said, " Even stricter action will be taken against PCMC contractors who illegally dump debris. We would even go to the extent of blacklisting them' Sharma also expressed worry over illegal dumping in Sanghvi area of PCMC from builders in Pune city and said action will be taken against them. Due to large number of ongoing infrastructure works in PCMC the amount of construction waste generated has increased. This debris ends up in public places such as roadsides, nulahs and riverbeds. This illegal dumping causes problems to public health as the nullahs and sewerages get blocked during the rainy season as the construction debris obstruct their flow. The PCMC health department has laid down rules to commercial enterprises to segregate biodegradable and non-biodegradable waste. Commercial enterprises have to take permission from the respective municipal corporations ward officers regarding locations where building debris have to be dumped. The State government has laid down a law "Maharashtra non-biodegradable garbage (control) act 2006' for regulation of the non-biodegradable Municipal solid waste generated in the urban areas.
