Senior Congress leader Manishankar Aiyer called upon party legislator to implement the Panchayat raj system to fulfill the dreams of former Prime Minister late Rajiv Gandhi in giving powers to people right up to the village level. Party president Sonia Gandhi at a convention of chief ministers of Congress ruled states in April at Guwahati, had directed them to decentralise powers while implementing Panchayat Raj system. She had specifically asked the chief ministers to hold special sessions on Panchayati Raj systems.
