The hopes of finding an amicable solution to the vexed water dispute involving Punjab, Haryana and Rajasthan have become more feeble with the Rajasthan High Court's directive to Punjab on Monday to hand over control of the three headworks on the Bhakra-Nangal and Beas projects to the BBMB. The issue is so sensitive and complex that countless tribunals and court orders in the past have failed to solve it. The latest order only complicates the matter further and may cause additional delay in a settlement. The Punjab Government is certain to file a case before the Supreme Court, which is already seized of the matter in a slightly different context. The latest twist may prolong the endless battle of wits....Editorial
