Even before the Congress swept to power with a promised emphasis in rural areas, migration from rural to urban India slowed down. Latest population data from the Union Health Ministry shows a "low level and slow pace of urbanisation in India." Since 1991 there has been only two percentage point increase in urban population. Much lower than the Asian neighbourhood. India's urbanisation has increased at a much slower pace compared with many other Asian countries, according to Population and Development: 10 years since ICPD, India Country Report. For instance, in the other two large Asian countries of China and Indonesia, where the level of urbanisation was lower compared with India in 1951, are probably more urbanised than India in 2001, the report said.
