India-Nepal agree on action plan to avert floods

Nepal and India decided on Tuesday to establish a number of mechanisms, including a minister-level Joint River Committee, to avert floods like the one caused by Koshi River, in future.
A decision to this effect was taken at a meeting between Minister for Water Resources Bishnu Poudel and his Indian counterpart Saifuddin Soz, reports said.
The two sides also decided to reactivate a secretary-level joint committee, and set up eight technical committees that will coordinate with each other on various issues concerning sharing of 'common' river waters.
"The two countries agreed to set up the minister-level committee to keep both the governments updated on issues of water resources at the highest level", Soz told reporters after the meeting in New Delhi.
The secretary-level committee, which had been functioning till 2004 but has been defunct since then, will meet next month. As per the decision taken at today's ministerial meeting, Nepal and Indian officials will hold pre-monsoon and post-monsoon meetings to avoid floods and exchange of early warnings.
According to Soz, Nepal assured India of "full security" for its engineers working on detailed project reports (DPRs) on the construction of Saptakosi and Sunkosi dam projects. "We have joined hands...we will not be bogged down by files and paperwork and take up issues at a faster pace," he added.
