The Irrigation Department has torpedoed a Central scheme for regulating use of ground water in Assam not so much by raising objections to the scheme but by sheer inaction and criminal negligence, particularly on the part of its secretary and other senior officials of the department,thereby depriving the people of Assam their right to optimal use of the available ground water resources.
