The Karnataka State Government's ambitious initiative to involve people in protection and maintenance of forests through the joint forest management (JFM) concept has come a cropper. Basically, the stakeholders - people and the forest department officials - have not understood the concept of JFM even after the programme has been in force for several years, according to a study conducted by Ogilvy/Public Relations Worldwide.
