The Kerala Revocation of Arbitration Clauses and Reopening of Awards Bill, 1998, was referred to the Subject Committee today even as members from across the floor welcomed the legislation and wanted it to be made fool-proof.The irrigation Minister, Mr V.P. Ramakrishna Pillai, said that the bill, seeking to replace an ordinance, was intended to provide for the cancellation of arbitration clauses in the agreements executed in terms of loal competitive bidding specification of the Kallada irrigation project and for revocation of the authority of the arbitrators appointed under such agreements and for filing appeals by the Government against the awards in respect of which the period of limitation had expired.
