Kerala Minister for Water Resources and Forests Thiruvanchoor Radhakrishnan has said the Union Government cannot take a unilateral decision on the proposed Pampa-Achencoil-Vaipar Link Project (PAVLP), which will have disastrous ecological impact in the State.
