Land acquisition causes delay

Construction of houses under the Rajiv Swagruha scheme have stopped for several reasons including delay in land acquisition by revenue authorities and non-remittance of amount by the AP Rajiv Swagruha Corporation to the revenue department in East Godavari district. There is good response from people towards the scheme. This forced the state government to extend the deadline to accept applications. As many as 13,036 applications were received in the two municipal corporations and seven municipalities limits. There are four categories of houses depending upon the monthly income of the applicant. Houses will come up in different categories of 387 sq. ft, 600 sq. ft, 1,100 sq. ft and 1,400 sq. ft. Rajiv Swagruha Corporation authorities, depending upon the number of housing units to be raised, placed proposals for land acquisition. With the exception of a few, most applicants opted for independent houses as the population of the two municipal corporations and seven municipalities fall below five lakh each. Corporation authorities submitted proposals for land acquisition as follows: Rajahmundry 433 acre, Kakinada 512 acre, Amalapuram 91 acre, Pithapuram 25 acre, Mandapeta 28 acre, Peddapuram and Samalkot together 33 acre, Ramachandrapuram 30 acre and Tuni 45 acre. Except for nearly 50-acre government land available at Kakinada, revenue authorities have to acquire these lands at the proposed sites from private parties. Revenue authorities maintain that once the corporation remits the amount, they can start the land acquisition process, following certain norms prescribed for land acquisition. Once the land is acquired, the authorities will form the layouts and fix the cost of each unit in all four categories of houses. Of the estimated cost, 25 per cent of the amount should be paid by the beneficiary in three spells while the remaining 75 per cent amount can be raised in the form of loan from banks. A tripartite agreement will be worked out between the beneficiary, AP Swagruha Corporation and the banker, and once the amount is paid to the Corporation, housing construction will be completed in 18 months.
