DURGAPUR : The state government today declared compensation and rehabilitation package for the land-losers in Katwa where the Power Development Corporation Limited (PDCL) has plans to set up a 3000 MW super thermal power plant on 1033 acres of land.
The announcement came after an all-party meeting attended by the Left parties, Congress and BJP in Katwa SDO's office this afternoon. The Trinamul Congress and Suci boycotted the meeting convened by the district magistrate, Burdwan, Mr Manish Jain and the PDCL managing director Mr S Mahapatra. According to the land value estimate following the provisions of the state Land Acquisition Act, the PDCL will pay Rs 10-11 lakh per acre to the landowners located within 200 meters from the main project hub. Those who have land beyond the 200 meters have been offered Rs 7 to 8 lakh per acre.
The state government has also decided to pay Rs 5-6 lakh for low and swamp land where it will set up the plant's ash pond. The PDCL already has disbursed Rs 35 crore in favour of the Burdwan district administration for giving the compensation to the land-losers. The total compensation is estimated at Rs 100 crore.
"We will pay the agricultural workers engaged in the land earmarked for the power plant Rs 75 per day for 300 days which is around Rs 22,500 for one time. The recorded bargadars will also get 25 per cent of the land value,' said Mr Mahapatra. In February 2006, the PDCL had acquired 9.9 acres of land to help initiating primary work for the proposed thermal power project. It had paid Rs 2 lakh per acre according to the then market value. The landowners had refused to sell their plot and the acquisition process was stopped.
The district administration did not invite Krishak-o-Krishijomi Bachao committee to today's meeting. During the two public hearings on 30 July and 1 August, 205 farmers among 250 were in attendance. 403 farmers have already refused to part with their land.
