Laying of sewers: HC directive to DC

Taking note of a special writ petition filed by the local MLA, Dr Rajiv Bindal, about various anomalies in the laying of sewage pipes in the town, the High Court of Himachal Pradesh directed the Deputy Commissioner, Solan, on August 1 to convene a meeting to take note of objections. The court has also directed the Deputy Commissioner to file a reply after convening the meeting.Expressing concern at the manner in which the sewage pipes are being laid, Dr Bindal had filed the petition. It had pointed out that since the 1991 census figures had been taken into account while designing the project, it would cater to a population of 21,231 only. The scheme had been designed for a period of 30 years with projected population of 49,776 persons. The inordinate delay had led to mere initiation of the treatment plant by 2000 and by now only phase-B work of laying pipes was being executed.
