25 Terming the Dr A K Walias Budget an election speech rather than a budget, Leader of the Opposition Jagdish Mukhi today slammed the government in this connection. Mukhi said that while the Congress decided to pitch the Budget as pro-people and pro-poor, the reality was that it "was an anti-farmer, anti-rural area Budget', which made no provisions for the agricultural sector. He said that for agriculture and allied services, the Budget allocation was actually decreased from the last year's Rs 22.80 crore to Rs 15.90 crore this year. Similarly the allocation for irrigation was reduced from Rs 20 crore to Rs 3 crore and for flood control the Delhi government reduced the allocation from Rs 49 crore to Rs 33 crore, said Mukhi. He further said a number of schemes and projects were announced in the last year's Budget, which were yet to be implemented, including the Low Cost Housing Corporation, Social Housing and Infrastructure Development Corporation, Women Development Board, Physical Disabled Welfare Corporation, Monorail, Multi Modal Integrated Transport Policy and the introduction of electric trolleys and buses. The leader of Opposition also slammed the government's biggest Budget sop of waiving as much as Rs 2,539 crores of arrears, which were to be collected by discoms from the private consumers, alleging that it was a scam. "The money has already been collected by the discoms. Now that the government has waived the arrears, the discoms will keep all the money,' rued Mukhi.
