LHC seeks reply from govt on CNG prices

Lahore High Court Chief Justice Sayed Zahid Husain on Monday sought para-wise comments from the Punjab government over its failure to ensure fixed prices of the Compressed Natural Gas (CNG) at various filling stations across the province. Petitioner Amjad Ali Qasim told the court that he was hit by the Punjab government's failure to implementing CNG prices as fixed by the federal government. He said the Federal Petroleum Ministry had fixed prices recently, but Punjab government officials had failed to ensure uniform prices at CNG stations. "Several filling stations were charging fancy prices due to the negligence of the Punjab government,' he said. His counsel, Fahad Ahmed Siddiqui, said the Punjab chief secretary, who is liable to ensure uniform prices, was responsible for the failure. He said the district nazim and district coordination officer also did not play their role to regulate the price. He said the foreign affairs minister with an additional portfolio of petroleum minister had made an inadvertent statement on June 30 regarding increase of Rs13 per kg of CNG which resulted in immediate raise and the price culminated to Rs52 per kg throughout the country. The Gas and Petroleum Ministry through its director-general later notified that the actual price had been raised to Rs4.38 per kg instead of Rs13 per kg and the new price for CNG would be Rs44.38 and not Rs52.23, he said. The petitioner said that consumers had suffered a loss of Rs2.6 billion in just one day due to federal minister's mistake and that the filling stations in Lahore did not abide by the notification. He submitted that the Jin Filling Station on 29 Queens Road, Lahore, and APNA CNG, 23 Copper Road, Lahore, were selling the commodity at Rs47.28 per kg and the MSR Filling & CNG Station, 22 Ferozepur Road, was selling it at Rs43.88. The Punjab government through the chief secretary, Labour Ministry secretary, Industries Ministry secretary, Lahore DCO, the district nazim, Jin Filling Station, APNA CNG and MSR Filling & CNG Station have been impleaded as parties in the petition. The chief justice served notices on all respondents to submit reply within 10 days. Proceedings will resume on July 29. ALLOWED: The LHC allowed two PhD students to submit their synopsis to the Punjab University's Mass Communication Department, but said this allowance was subject to the final outcome of the petition. The court also admitted the petition of the two students for regular hearing and fixed the case in September after summer vacation. Student Ifra Iftikhar submitted the copy of her synopsis in the court on Monday. On previous hearing, the PU had told the court that despite giving chances to two students they failed to submit their synopsis and now it was mandatory for them to get them enrolled again.
