Who should have the final say in the use of forest land? The Forest (Conservation) Act expressly forbids state governments from using forest land for non-forest purposes. On paper at least, the central government has the final say. Many state governments, however, have long been engaged in a tug-of-war with the Centre precisely on this issue. (Editorial)
