The Union Ministry of Social Justice and Empowerment is preparing to provide "justice with compassion" to an estimated 30 million children in the country who belong to families living below the poverty line and are deprived of basic health care, nutrition and education. To take the ambitious goal to its logical conclusion, the Minsiter of State for Social Justice and Empowerment, Ms. Maneka Gandhi, on Thursday unveiled a comprehensive programme for street urchins, orphans, destitutes and neglected and delinquent juveniles which, she expects, would provide immediate relief and succour to these children and also meet their long-term developmental needs.
