The Manickapurampudur Common Effluent Treatment (CETP) has forwarded a requisition to the Tamil Nadu Pollution Control Board (TNPCB) to allow the plant to operate and give sufficient time to erect reverse osmosis (RO) system to ensure zero liquid discharge in the dyeing effluent treatment process. Closure order The CETP's director A Ravindran pointed out that the closure order issued by Madras High Court on January 28 to all dyeing units and CETPs was not applicable in the case of Manickapurampudur CETP as the plant remained closed between May 2006 and July 2009 when the pollution on River Noyyal was said to have taken place. “The plant was closed during the period because of another court order for not depositing 50 per cent of the zero liquid discharge project cost in our bank accounts,” he said. Extension According to Mr Ravindran, the plant has subsequently moved the court and obtained an order on May 5, 2010, which directed TNPCB to consider extension of time to put the RO system in place in the case of Manickapurampudur CETP. “We have taken steps to install the RO plant on the CETP premises and completed 40 per cent of the work with a capital investment of Rs 2.5 crore,” he said. Loan For the remaining work, loan had been sanctioned by Infrastructure Leasing and Financial Services. Justifying claim Mr Ravindran pointed out in the memorandum that the court order on May 5 last year and the initiatives being taken to achieve zero liquid discharge justify the CETP's claim for TNPCB to allow commencement of operations yet again.
