With Delhi's population expected to grow by around 5-lakh every year and touch the 230-lakh mark by 2021, the draft for Master Plan 2021 states that the key area of concern will be the housing requirement of the teeming millions. As about 16-lakh dwelling units will need to be constructed by 2021, the vision document calls for making the role of the government as that of a "facilitator" rather than a "provider" as envisaged in the National Housing and Habitat Policy 1998 and adopting a multiple housing strategy for accelerating provision of housing stock by involving private sector, public agencies and cooperative societies.
