While the Delhi Development Authority may maintain that the first draft of Masterplan 2021 will be complete by October end, the ground reality is that neither the new Masterplan nor the National Capital Region plan will be completed before March 2006. As per the DDA's schedule presented to Secretary Union Urban Development Ministry, Anil Baijal, the final draft of the Masterplan 2021 will be out in March 2006, thereby holding up the planning norms for the city, as well as the entire National Capital Region, despite the fact that the NCR Masterplan has been completed.
