Master plan 2021 is late with even the first draft not ready. Recently, Chief Minister Sheila Dikshit had publicly expressed her concern over the delay. Work on it started in 1999 and in July 2003 the then Lieutenant-Governor, Vijai Kapoor, had announced that first draft would be completed in six months.
