MCD fails to give city modern toilet blocks

Despite mak ing numerous foreign junkets to study the subject of sanitation, the Municipal Corporation of Delhi is yet to give the city even the minimum number of toilet blocks. Though the MCD has been indulging in big talks to give the city the modern toilet blocks managed by foreign companies, it's the New Delhi Municipal Council (NDMC), which has less than 10 per cent of Delhi under its jurisdiction, having modernised 94 of toilet blocks in the south of Rajpath area and in the next six months will create another 100 of them in the north of the Rajpath areas. The MCD has more than 90 per cent of Delhi under its jurisdiction and has just 1,534 toilet blocks in the city. After taking over their maintenance from Sulabh International, an NGO, the MCD has deputed its sweepers to maintain the toilet blocks. The switchover has left the private contractors having come into agreement with sweepers and are running these toilet blocks as per their rules. The MCD officials said that the civic body will soon float a tender to invite a big private firm to manage the existing toilet blocks and create the new ones under the public-private partnership on the revenue-sharing arrangement through advertisements. However, this has been talked about for more than two years now and nothing has moved forward. The incumbent standing committee chairman, Mr Vijendra Gupta, had carried out sting operations on the civic toilet blocks, which were managed by Sulabh International, and had highlighted their pitiable conditions. Though this led to the constitution of a sub-committee, the Sulabh was exonerated with the charges of the mismanagement by the then ruling Congress in the MCD. Now, the BJP-ruled MCD took over the toilet blocks but the city rues the fact that people can hardly use them and the common shock remains the image of the males urinating in the public. The MCD though is sitting on huge grants by the Delhi government for the sanitation purposes, it has not done anything to provide even the minimum number of toilet blocks for the use by the women.
