Mega projects must pass through gram sabha scanner: South ZP

The South Goa Zilla Panchayat has resolved to ask the government not to allow mega projects in the State's countryside without taking into account the infrastructure. It was also resolved that all mega projects should be mandatorily placed before the gram sabha meetings before granting approval. Initiating the discussion on the burning issue, Chinchinim Zilla member, Joe Dias said the villages suffered from inadequate infrastructure such as water and power and wondered what would be the situation once these big housing projects takes concrete shape. "If villagers are opposed to mega housing projects, than the Zilla Panchayat should support the villagers in the fight against these projects', Dias said, while proposing a motion against the mega projects. Colva ZP member, Nelly Rodrigues said the government should go by the will of the people on the issue, while demanding that all mega housing projects should be first placed before the gram Sabha for a decision. "Every mega project should go to the gram Sabha', she asserted, while demanding that the District Planning Committees be made functional immediately. "The DPC is defunct. If we don't have powers, what would be the fate of the DPCs', she asked. In another resolution, the Zilla Panchayat has resolved to ask the government to scrap the system wherein ration card holders from the villages have to swear affidavits in order to obtain an Income Certificate. "This has put the poor man to great hardships. They are forced to stand in a queue at the Panchayat, BDO and then at the Mamlatdar's office', contended Curtorim ZP member, J Santan Rodrigues. In another resolution tabled by member Joe Dias, the Zilla Panchayat has asked the government to clear all pending payments to patients undergoing dialysis at the Hospicio hospital. Dias claimed that the poor patients are forced to wait for 3-6 months for reasons best known to the Directorate of Health Services. The ZIlla Panchayat also resolved to ask the government to streamline sale of kerosene by selling the petroleum product in the open market. Member Dias claimed that corruption is involved in the sale of kerosene as many a dealer is denying the same to the ration card holders by diverting the quota to the bus owners.
