The State Assembly passed the contentious Meghalaya Transfer of Land (Regulation) Amendment Bill, 2004 to prevent transfer and alienation of property or land in the Sixth Scheduled areas by means of a will to another non-tribal 'outside one's own family.' The new amendment enables a non-tribal to transfer land only to the family, that is, the spouse and children and grandchildren by a will.
