States like Andhra Pradesh and Karnataka, which are going on a big way for construction of irrigation projects — may find it difficult in the coming days to start a project first and then commence the process of getting various clearances like those under Central Water Commission, Forest Conservation Act, environmental clearance. The meeting of the national water board here on Friday will take up this issue as more and more states have started complaining against neighbouring states’ irrigation projects. The meeting, to be attended by secretaries of water resources of various states and irrigation experts, is likely to consider this aspect and other issues.
