The government is proposing to launch an ambitious environmental programme under the aegis of the defence ministry which aims to stem the exploitation of the Himalayas by renewed afforestation schemes. Defence minister George Fernandes today said the project had already received clearance from Prime Minister and the Planning Commisison.
