The European Parliament will decide today whether to push for tougher European Union targets for reducing car emissions- a step which could increase costs to the oil and motor industries by billions of dollors. In a second reading of the "auto-oil" programme, calling for action by car-makers and oil-refiners to cut air pollution, MEPs will vote on more ambitious targets than ministers agreed last summer.
