Mere 7% tribals use toilets in Odisha

While the Union Government led by Naredra Modi has embarked upon a target of setting up two lakh toilets for women in 5,000 villages under a Mahatma Gandhi Clean India Programme, use of toilets in Odisha is very poor and the State deserves more attention in this regard, feels a senior official in Department of Rural Development (DoRD). The 2011 Census Report reveals that the use of latrines is very poor in the State as out of 22,40,142 Scheduled Tribe (ST) households only 1,59,708 households, i.e., 7.1 per cent are using latrines, out of which 4.9 per cent are of water closet type and 1.8 per cent are of pit latrines. In rural areas, 5.3 per cent of the ST households in the State are using latrines out of which 3.2 per cent are of water closet type and 1.8 per cent latrines are pit latrines. In urban areas, the position is also precarious. Only 32 per cent of the ST households are using latrines and 29.1 per cent of these latrines are of water closet type and 2 per cent pit latrines. Director of Census Operation Bishnupada Sethi has detailed out the status on use of toilets all over the State, which will be useful to justify the case for more Central grants for sanitation. There are only three districts, Jagatsinghapur (24.5%), Puri (24.1%) and Khordha (23.4%), where more than 20 per cent of the ST households are using latrines within their premises. In nine districts, less than 5 per cent of the ST households are using latrines, the lowest in Nabarangapur (2.4%). In rural areas, there are only five districts where more than 10 per cent of the ST households are using latrines. The districts are Jagatsinghapur (18.4%), Puri (13.2%), Gajapati (11.9%), Kendrapara (11.5%) and Ganjam (11.4%). There are 10 districts where less than 5 per cent of the ST households in rural areas are using latrines. The lowest is recorded in Nabarangapur (1.9%). In urban areas, there are five districts, Puri (71.2%), Ganjam (67.2%), Boudh (62.7%), Kendrapada (54.7%) and Cuttack (50.4%), where more than 50 per cent of the ST households are using latrines. There are three districts, Nuapada (18.0%), Keonjhar (18.6%) and Rayagada (19.9%), where less than 20 per cent ST households are using latrines. As per the 2011 Census, there are three districts, Jagatsinghapur (21.2%), Puri (20.5%) and Khordha (19.4%), where more than 15 per cent ST households are using water closet latrines. There are 17 districts where less than 5 per cent ST households are using water closet latrines. The lowest is in Nabarangapur (1.6%). In urban areas, the highest percentage of water closet latrines used by ST households is recorded in Puri district (65.0%). There are four districts, Puri (65.0%), Ganjam (59.7%), Boudh (55.6%) and Kendrapada (53.4%), where more than 50 per cent ST households use water closet latrines. In nine districts, less than 20 per cent of the urban ST households are using water closet latrines. The lowest is recorded in Jajpur (13.6%). In the State, 1.8 per cent ST households are using pit latrines, out of which 1.8 per cent is in rural areas and 2.0 per cent in urban areas. Among the districts the highest percentage of ST households using pit latrines is in Mayurbhanj (4.8%) and the lowest in Deogarh (0.3%).
