In a radical move to bring de-centralisation to the grass roots level of the administration, the Maharashtra government has decided to arm gram sabhas with sweeping executive powers and greater financial autonomy in keeping with the panchayat raj model of democracy. But for the five crore people of rural Maharashtra, the move signals the end of freebies and subsidies.
