Metro rail: State opts for Delhi model for remaining corridors

Indicating its disgruntlement with the public-private partnership route for major infrastructure projects, the state government on Wednesday agreed to constitute the Mumbai Metro Rail Corporation, to be modelled after the Delhi Metro Rail Corporation. Following a meeting with DMRC chief E Sreedharan on Wednesday, the government announced that the to-be-constituted body will undertake the construction of eight remaining proposed corridors of the Mumbai Metro Rail masterplan, to be constructed at a cost of nearly Rs 20,000 crore. A Special Purpose Vehicle called the Mumbai Metro One Pvt Ltd, in which state agency Mumbai Metropolitan Region Development Authority (MMRDA) has a 26 per cent stake, is building the first corridor, from Versova through Andheri to Ghatkopar. The second route, from Charkop through Bandra to Mankhurd, is currently in the bidding phase, with a slew of private consortia already prequalified. "However, owing to worries on operational issues if different routes are built by different companies, the government is attempting the DMRC model,' said a senior state government official, who did not wish to be named. While the precise constitution of the MMRC is still to be decided, sources said the Metropolitan Commissioner and Secretary of the Urban Development Department would be members, along with experts from Railways. As the Detailed Project Report for the Charkop-Bandra-Mankhurd route is ready, it could be the first to be undertaken by MMRC. The next route to be constructed is the Colaba-Mahim-Bandra corridor. At the meeting, officials also discussed the possibility of MMRC implementing two other routes, from Bandra Kurla Complex to Kanjurmarg via the airport and from Andheri (East) to Dahisar (East). Meanwhile, denying reports that the first route has been severely delayed, Director of Mumbai Metro One Pvt Ltd K P Maheshwari said: "The metro rail will be commissioned on July 30, 2010. The project is well on track and has completed many activities much ahead of schedule. We are moving at rapid speed to complete the project in a record 30 months despite various constraints.' According to him, the Detailed Project Report submitted for the project allocates a period of three years for the execution of the work. "However, despite non-availability of the DN Nagar land for the depot and a clear Right of Way (ROW) for the entire stretch of 11.4 km, MMOPL has commenced work on the available 7.7 km-stretch along the alignment,' he added. Maheshwari added that even simple flyovers being constructed by state agencies take over two years to be completed. "We are constructing a 11.4 km- metro. There cannot be a shorter period than this,' he said. Also, the civil contract for all 12 stations on the Versova-Andheri-Ghatkopar was announced on Wednesday. Sew Construction Ltd, a Hyderabad-based company, won the contract and is to complete the work in 20 months. "With this all the major civil contracts for the first Mumbai Metro corridor have been awarded,' said Maheshwari.
