Senior cabinet minister Narottam Patel has squarely blamed the Gujarat Water Supply and Sewerage Board (GWSSb)-- the main official body respobsible for making potable water available in the state, except in Gandhinagar and six major cities controlled by municipal corporations-- for the acute water crisis, particularly in north Gujarat, Kutch and Saurashtra.
