In 2004, when George W Bush announced a plan to return astronauts to the Moon and then go on to Mars, he may have finally succeeded in doing something scientifically smart. Last week, NASA announced a $100 billion plan for an international team of astronauts to be living and working at a permanent Moon base to be built at one of the resource-rich lunar poles within two decades.
